The Targets and Countermeasures (T&C) Manager Systems Engineering (SE) is a key member of the program office that will produce one or more classes of All-Up-Round (AUR) ballistic missile targets for the Missile Defense Agency (MDA). These targets will emulate foreign threat missiles in key radar and infrared (IR) wavebands, and have similar kinematic motions, number of objects, and deployment timing as the threat targets. The program office will also: do all necessary pre-mission analysis to support MDA test planning; accomplish target missile launch operations during MDA testing; and do post mission analysis to confirm appropriate performance of the target in accordance with pre-mission predictions and stated requirements. The contract for this effort is expected to be greater than $300M per target class that is awarded, and the period of performance is initially for five years, with options to extend. The program office main operating location is Huntsville, AL; there are also operating locations in Huntington Beach, CA; San Bernardino, CA; and Ogden, UT.
Position Description - The T&C Manager Systems Engineering leads the organization responsible for conducting all T&C systems engineering activities, including requirements analysis, engineering and design work, planning and analysis functions, modeling and simulation support to the overall Ballistic Missile Defense System (BMDS), configuration management, data management, and training for the entire program office. This position will located at the primary T&C program office location in Huntsville, AL. 25% travel is required. The SE will:
Support the Program Manager in staffing, team building, plus managing the cost, schedule, and technical performance of the systems engineering portion of the T&C program.
Be responsible for working with the Business/Finance person in tracking/assessing EVMS reports for SE activities.
Be responsible for providing SE inputs to any T&C proposal related activities.
Represent the T&C program office in interactions with their Missile Defense Agency Targets & Countermeasures (MDA/TC) system engineering government counterparts as well as their representatives and associate contractors.
Direct, as appropriate, the implementation of systems engineering processes, including planning, risk management, integration, and scope control.
Responsibilities will also include keeping the Program Manager apprised of systems engineering activity status, customer satisfaction, and risks that might affect program performance, and managing employee human resources within the T&C program office SE organization to ensure team success.
Basic Qualifications - To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below of the T&C Manager Systems Engineering (SE):
Bachelor's degree and at least 15 years of experience in technical areas relevant to missile defense, and with at least 5 of those years in a position with system engineering or systems integration responsibilities.
Active DoD Secret security clearance with the ability of being granted TS/SCI.
Effective in customer relations, expectation management, building coalitions, negotiations, mentoring systems engineering staff, and keeping the program lines of communication open.
Excellent interpersonal, written communication, and presentation skills, including the ability to clearly and succinctly communicate complex concepts, issues and status to senior company and government leadership.
Sound earned value management system (EVMS) experience and the ability to quickly analyze program performance by Work Breakdown Structure elements.
Familiar with cost plus award fee, cost plus fixed fee, firm fixed price and cost plus incentive fee contracting and subcontracting.
Familiarity with export controls and the International Traffic in Arms Regulations (ITAR).
Familiar with a wide array of missile defense modeling and simulation (M&S) tools and processes, and be proficient in the M&S tools that NGC will use on the T&C program.
Leadership skills, including the ability to lead highly skilled, cross-functional teams.
Expert at complex systems integration efforts and very comfortable with ballistic missile technology .
Preferred Qualifications - Candidates with these desired skills will be given preferential consideration:
Top Secret clearance.
Prior experience with the Missile Defense Agency.
Prior experience with complex system integration activities.
Prior experience with ballistic missiles, missile target systems, and/or re-entry bodies/objects.
Masters degree or PhD in a technical discipline.
Certifications in systems engineering, systems integration, configuration control, and other relevant disciplines.
Knowledge of foreign ballistic missile threats.
Knowledge of U.S. BMDS sensors and weapon elements.
Knowledge of U.S. treaties that effect the development and operation of ballistic missile defense targets.
Experience in DoD acquisition and development programs.
Proficient in key Microsoft Office products: Word, Power Point, and Excel.
